CAERC discussed creation of Digital Trade Hub

Centre for Analysis of Economic Reforms and Communication (CAERC), together with the representatives of government agencies, organized discussion on the launch of Digital Trade Hub. The discussion focused on issues such as the launch of “Digital Trade Hub in Azerbaijan”, digital wallet, issuance of “ASAN signature” certificate, issuance of permits using the unified electronic application necessary for export transactions, payment for export promotion based on electronic application and other issues as defined by the Presidential Decree. Besides, the representatives of government agencies were presented the works done and projected by CAERC, as well as international best practices in this particular area. Real- time exchange of data will be arranged with the information resources of the government authorities to be integrated into the “Digital Trade Hub of Azerbaijan”. In their speeches, representatives of the government bodies, including the Ministry of Foreign Affairs, Ministry of Economy, State Customs Committee, Ministry of Taxes, Special State Protection Service, Ministry of Agriculture, State Agency for Public Service and Social Innovation, Financial Markets Supervision Chamber provided their proposals on realization of issues set by Presidential Decree in due time and with necessary quality. Further discussions concentrated on issues such as harmonization of legislation governing e-commerce with international standards, international recognition of electronic signature, including “ASAN signature” certificate, accession of Azerbaijan to UN Convention on the use of electronic communication in international contracts. It was decided to continue further these meeting on a working basis. President Ilham Aliyev signed a Decree “on additional measures for strengthening Azerbaijan’s position and expanding foreign trade transactions with the launch of “Digital Trade Hub”.
